Thinking about a laptop as a gift, besides the power issue 110V? Will wi-fi and dvd's and everything else work ok over there? Is this the correct forum for this question? Thanks.

Usually the adapters are 110-240V. You'll just need a plug that works with the wall, the brick should be fine.

As for DVDs, you can change the region to the European region if your DVDs are going to be from the European region. The number of times you can change the region is limited by hardware, so don't go changing it back and forth.

Wi-Fi should also be fine.
