I don't have an account with either site, but in order for someone to view your page, they have to be approved (friend approved), right? If that is the case, then it would be considered private, right?

Legally speaking? I believe the terms and conditions on both sites would cause it to be considered public, even if your privacy settings are on. That way you can't sue them if there's a glitch and your data gets published.

Effectively it can be "private" to restrict to friends but there's always someone on the back end who can see your data.

I wouldn't consider it private by any definition unless you used the most restrictive privacy settings and didn't allow anyone to be your "friend."
