Break down of one of my calculus finals:
40+ - A
37 - 39 - AB
30 - 36 - B
27 - 29 - BC
15 - 26 - C
0 - 14 - D
Yes, I do mean 0 - 14, not 10, not 1. If you put your name down you got a D
At my college "D" was a passing grade (i.e. you get the credits). The catch is that in order to graduate, you need to have a certain GPA, so having too many Ds could prevent you from graduating.
I have a D on my transcript. I had a teacher who had it in for me. He gave me Fs for 2 different classes, and I was going to have to take him for another class. Basically in order to save themselves a lot of headache, the department gave me a D and allowed me to take the other class at another school. I told them if I never had to take another class with that Prof, I'd never bother them again.

90% A 80% B 70% C 60%D 50% F for the most part, sometimes curved but anything lower than 50% is always a fail

Depends on your department , our School of engineering wouldn't let you graduate with a D in a required class. C- was the lowest you could have.
It is "passing", but it might not be good enough depending upon the circumstances. For example, if you're in college and it's a course required by your major, your degree program may require you to pass the course with a "C" or higher.
