A 300W psu should definately be enough for a P3 450 and that extra stuff. For awhile I was running a 1.4ghz Tbird on a 250W psu. Although, I did have the DVD drive and cdrw drive in an external case getting power from something else.
300W is a little tight, I would opt for 340W or 350W. Although the P3 is not a power eater, but you got like 5 IDE devices and 4 addon cards, I'd say if you want to be safe you should go to 340/350W.
