is a 12V automotive relay a one-way device?

for example, if the relay is hooked to device A so that when device A turns on, it triggers the relay and turns on device B. but if device B is turned on using a different method, will device A turn on as well?

I would also say not enough information. What kind of relay? Does it use a capacitor or just an electric switch?

erm, I think what you are saying is that if you use device A to switch device B on, will switching device B result in device A being switched on? The answer is no.

A relay is a switch that is controlled by a small current from an output of a device. It cannot operate in reverse.

Then it wont work as a relay will it?? So why would you bother in the first place, just link the two devices up with a piece of wire!
