is 65 C too hot for a Thunderbird 1.1ghz?

My buddy just put a Tbird 1.0ghz overclocked to 1.1ghz in an Asus A7V133 motherboard and his cpu temperature seems WAY too high to me (yet its running stable.) Its running at 65 Celsius, I mean that over twice the temp of my Tbird 700@950.

Seems too hot that I'm concerned its going to shorten the life of the cpu.

His motherboard temp is 33 C which seems maybe a tad high, but in the range of normal temp.
 
65C is quite high. it will be(in theory) stable up to 90C. i'd tell him to get a case fan(case temp should only be a few degrees over ambient, if any) and the hot case is probably one of his problems. what heatsink/fan is he using?
