I have a friend that wants to sell me a Sapphire X1950 AGP video card for $50. Is this a good price?

Its a good card. But you'll need a really good cpu to run new games / of course that depends on your resolution. I found an AMD dual core at 2.86Ghz with my X1900XTX is capable of decent fps in COD4 and UT3 at 1280x1024

Good luck :)

Well I also got an offer for an Nvidia Geforce 5900 Ultra for $25. Right now I'm running a Pentium 4 2.53 Ghz (until I upgrade).

Get the x1950, its a good price as I haven't seen any sell for less than 80 used. Only card faster in the AGP dept is the 3850. Don't bother with the 5900 Ultra, the technology is 3 generations behind. Nvidia 6 series and 7 series have passed, and we're already leaving the 8 for 9.

EDIT: What are you using now, and make sure your power supply can handle the x1950.

50 bucks for it is a bargain for such card, I bought it used on Ebay and I paid 65 bucks for it, and I used Overdrive to make it run at PRO speed, and works like a charm, I gave it as a gift for my girlfriend and she's able to max Call of Duty 4, Bioshock and Half Life 2 Episode 2 on her 3.4GHz Northwood Pentium 4, at 1024x768 since she's using a HP CRT.
