Is 300W enough power for a 1.7Ghz Pentium IV?

Plenty. Be advised though that your power supply needs to have the 12v 2x2 and 3.3 volt 1x6 auxillary power connectors to deliver a stable system. The case and 400w power supply I bought from CompUSA had the auxillary connectors, much to my surprise.

Most PSU's don't have the extra connectors. Without them - your motherboard either (A) Won't work at all, or (B) May work, but you'll be drawing about 7 amps @ 12 volts across two small and relatively thin and fragile power supply connectors, possibly leading to a melted PSU to motherboard connection. (*bad*)
