is $30 for this UPS good deal?

Depends on how much stuff (watts) you plan ob running with it. I use APC's and they are good UPS's but the best IMO are Belkin's.
 
I have a Belkin and an APC. I generally like the APC better because I don't have to install the management software for the APC. The belkin comes with a pretty cheesy "bulldog" software.
 
If you need a UPS, I'd get it. It won't have any of the monitoring options, so it won't shut down your computer for you, but it'll give you time to save your stuff before everything dies.
