is 24cfm enough for my power supply?

im thinking aobut getting a panaflo 80mm L1 fan for my ps because it is quiet. do you think 24cfm is enough for my 250watt ps?

I don't know for sure, but I would think it would be OK. Most power supply fans I've seen are pretty quiet, which means they must be similar to what you are using.

Get a pair and run them at 7v
Really though, 21cfm should be fine.
What brand is the PS?

my ps brand is austin and the sleeve bearing fan that come with it is noisy

My best improvements in PS cooling have been to cut out the stamped metal grille that blocks half the air and retrofit a better wire fan grille- improves CFM and cooling very well- you do have to open the PS, so be very careful.

i dont have one of those grills so i will just cut out the middle part of the pressed metal
