Is "15 minutes of fame" a relative concept?

AKA, 15 minutes on CNN > 15 min on ABC News Los Angeles > 15 min on KXXX Utah Radio.

But for the person who get's the 15 minutes, perhaps it feels the same? Or is there a threshold for this sort of thing that is universal?
