is 11.80 on 12v bad or normal?

I just built a new system (IC7, 2.4c) that has a Fortron 300w ps. This thing is really quiet and so far the system seems fine. Maybe a tad sluggish due to only having one Geil 256 Golden Dragon chip.. My question is that all the rails run exactly as specified (5v = 5.0, 3.3v = 3.30) except the 12v rail runs a tad under at 11.80. Is this bad? What parts of my system use the 12v rail?

12v AFAIK, is for CD-roms, hard drives, fans, and
some
video cards.

It's within the 5% AND 3% spec, so you're fine.

I'm ok, euro k. :) If it drops below 11.5v, I'd start looking for a new PSU, but even that is within 5%, which is considered "ok."

AFAIK, memory runs on the 3.3v rail. P2's and some P3's also ran on the 3.3v

Did you actaully measure it with an external device?

Software programs can be pretty inaccurate.

Software monitoring can be HORRENDOUSLY inaccurate....for instance, the monitoring software I used to use (until I got a front mount LCD display) told me my CPU was negative 38 degrees
