Is 11.795v on the 12v line too low?

Ok guys I got a antec 300w psu from the buy/sell forum and i plugged this thing into my system. according to asus probe i'm getting around 11.795. My hardrive is having problems as it is spinning up and down up and down like there is not enough juice. So is it the 12v line causing problems?
