IRS is holding my friend's money. any help?

This year (not last year that I previously stated), my friend was sent her $3400 income tax return. However, she moved and they wouldn't forward the check so it never got to her. Now, she has called the IRS and they say it is "frozen" somewhere, but they won't say where or provide a number. They say it will take 6 months to get her money.

This sounds so shady and f**ked up, and she needs the money to pay bills.
Anyone out there have any suggestions/leads on who to contact? thanks.

I told her she needs to start by changing her withholding so she won't get so money taken out of her paycheck in the future.

correction: she filed for 2002 in February of this year but they've lost her money

she needs to contact the IRS Taxpayer Advocate Service

or when she files this year, she should put that money downas overpayment from previous year and then she will get a refund check.

She said the Taxpayer Advocate told her about her money being 'frozen', but they couldn't say where the money actually was.
