When building a machine with performance specs in mind do most of the people out there just leave ACPI enabled and let Windows 2000 lump everything under one IRQ or do you really get a performance gain by disabling the ACPI and designating the Standard PC HAL when installing Windows 2K?

Sharing of IRQs will only lose you microseconds in performance.

I always disable ACPI because I don't like any of the APM features it provides, not for performance reasons.
