IRQ steering indicates some problems.

I have a Tyan at 100 board and win98se. I have been having trouble with my modem so I thought I would check the IRQ for errors. Everything checked OK. I then went into device manager/system/pci bus/irq steering. this indicated that there were some problems in the irq steering. Could this be the reason why It takes me several attempts go get a connection? what do I need to do to correct the IRQ steering problems.
 
This is unrelated to your problem - but anyway, enable the board's USB, install VIA's IRQ routing driver.
