IRQ Problem??

You probably have ACPI enabled, which does assign multiple devices to one IRQ. In which case you will not be able to reassign them short of physically moving the cards around. You can disable ACPI, but it needs to be turned off in the BIOS and Windows 2000 will need reinstalling with a switch to say dont use ACPI.

What is the exact problem you are having with the sound?
