IRQ problem....how do you find conflicts?

I have this in the technical support forum as well, but thought I'd ask it here to since I'm not getting much support there...
The mouse moves very slowly at times when a program loads up or when I surf the net. As a matter of fact the mouse will lock up many times when I start IE. I'm thinking its an IRQ conflict, but I don't know how to go about finding what it conflicts with.
The OS is WinME
ABIT KT7
1GHz TBird
256mb PC133 ram
20gb ata 100 HDD
16X DVD
4X CDRW
16mb Vodoo 3
Vortex PCI sound card

thats it...any help would be much appreciated...this is a system I built for my friend and I'm at my wits end.

Try to change the mouse interface ( If it is PS/2, change to serial. If it is Serial, change to PS/2)..

Now monitor the performance..

Typicall y in a modern system like you have, IRQ problems are a thing of the past. All the allocation is handled by the bios and OS. I would look into a memory or thermal problem as more likely the culprit after you rule out the integrity of the OS. If you have a spare HD laying around, reload your WinME onto it and see if the problem persists...if it still locks up then it's a hardware problem, if it doesn't then you can look forward to reloading the OS on your main drive...
 
Johnny...that is exactly what I was thinking...I'm wondering if its a memory problem...I will try a different stick of memory...I already tried a new PSU...
