I can understand though why they have it. Some people exercise their legs a lot, and get very sore and tired. Other's might be too much overweight and need it.

where in LA? i live there and have yet to see an outdoor escalator that wasn't covered by some kind of tunnelway or tarp at least.
what happens if it rains? it runs on electricity and the floorplates are made of metal. 😛

I can't find any of my pictures now, but the mother of all outdoor escalators is on Hong Kong Island. It goes all the way to the top of Victoria Peak. It is protected only by a roof.

I imagine watertight seals can leak after the seals dry rot. All rubber dry rots over time. What they probably do is the same as for underwater swimming pool lights. Run everything off of 12 volt instead of 120.
