IRIX help -- pipe buffersize

I'm trying to do,

tail -c-524288 file1 | cat > file2

but file2 comes out to approximately half the size I want.
I _think_ it's because of the buffer size for pipe. Is there a better way to do this, or do I have to go into the kernel and change the buffersize somewhere?

oh oops, i just took a look at the man file for tail:

NOTES
Tails relative to the end of the file are stored in a buffer, and thus
are limited in length. Various kinds of anomalous behavior may happen
with character special files. The tail command will only tail the last
256 Kbytes of a file regardless of its line count.
