There is no website. You need to download an IRC client, of which there are many, and then join an IRC server.
mIRC is one (www.mirc.com) which is quite commonly used.

What you need is mIRC (as Lonyo posted) and you need to connect to the GameSurge network. Click here to register for your free account on GameSurge.

Then, once you're finally connected to GameSurge and have signed in with your account, enter "/join #sourcescrim" without quotes into the chatbox.

There you go! #sourcescrim isn't the only channel, it's just one that I remember off the top of my head. Have fun 🙂
