There is no website. You need to download an IRC client, of which there are many, and then join an IRC server.
mIRC is one (www.mirc.com) which is quite commonly used.

Then, once you're finally connected to GameSurge and have signed in with your account, enter "/join #sourcescrim" without quotes into the chatbox.
