havent a clue. go into one of those help channels. im sure it has something like #help (or similar). or jsut as someone in the channel. im sure someone knows. dont remember seeing % before. curious as well.

I'm pretty sure that is a "half-op" though I am not sure what the difference is between a "half-op" and a voice.

The IRC network I hang out in doesn't have them. (Undernet)

Yes, it is half op, but I have never had just half-ops, so I never found out what privledges if gives you over a voice.

I think it has no extra privledges over voice, which is why most don't use it. It may be useful if a channel goes +m and there needs to be a way to recognize who is who.
