I'm going to guess you know very little about the military, law enforcement, or fighting in general.

Suffice it to say, in any jail or prison in the country, removing your shirt is going to get you a huge guard response. He deserved what he got in the cell. But he also deserved treatment once he was subdued.

I've been in quite a few fights in my youth. Removing ones shirt before fighting is quite frankly retarded, it leaves you completely exposed to getting your ass whooped while you are unable to fight back or even defend yourself. I know of street thugs that do that on occasion but a trained fighting man to purposefully put himself at a huge disadvantage both in tactics as well as informing your opponent of your intentions needlessly for very little advantage, if any.

If you were two feet away from someone you were getting ready to get into a street fight would you pull your shirt over your head? If you do you deserve the asswhooping you get.

The idea is that you take your shirt off to avoid it getting pulled over your head. Ideally you do this well in advance of the fight. "Trained men" do this 100% of the time. Feel free to watch any televised fighting events, or stop by your local BJJ or MMA studio. They even do it on the street if they have time (plenty of this for your viewing pleasure on liveleak & worldstarhiphop.)

And while I know for a fact that it's SOP in jails to beat someone's ass if they're starting to take their shirt off, I'm going to humor you: Why do you think he was taking his shirt off as the jailers entered the cell? In order to comply with them? Because he was feeling a bit warm?

This says all you need to know about Nebor and cops. He flat out states it's SOP to beat someone if they take a shirt off. And apparently he is 100% OK with it and supports that policy, regardless of legality.

God forbid that someone takes their shirt off for any number of reasons, and then Nebor and the cops are fully allowed to abuse another prisoner.

Amazing how some people lose all concept of ethics, morals, and legality in the race to hurt others.

Most people I train with train with a shirt on. Most people I know that train BJJ roll with a GI unless it's specifically a no-gi class and then they still wear shirts or a rash guard.
