The chances Saddam would ever use his chemical/bio weapons against N.America or even Europe are slim, however the chances he'll sell them to a terrorist group to raise some $ for himself are high, thus the true problem.
 
He'll should use whatever means he has at his disposal against any aggressor. The US didn't mind when he used chemical sent him by the Reagan administration against the Iranians. What's good for the goose...
