Well after a little googling turns out we could both be potentially right.

Notice, as I offered, that the trash-talking about Iran and China arming insurgents dates almost exclusively from 2007 and earlier, a time when Dickie and Dubya were really pushing the bomb Iran scenario...

Which is not to defend the Iranian regime in the slightest, other than to say that whatever is happening isn't like our own involvement in arming the mujahedin during the Soviet occupation of Afghanistan, nor has any credible source offered that it is.

Near as I can tell, the Chinese will sell arms to anybody who brings cash and who isn't directly involved on the other side of a warring party they actually support.

They're acting just like western arms dealers in that respect.
