Is NTP part of the IPV standard? In other words, can something like an IPV4 compliant IP radio be assumed to have NTP?

I don't know if it's part of the IPv standard, but it is a protocol. Read about it here: https://en.wikipedia.org/wiki/Network_Time_Protocol
