iptables wont start

I do

[root@iceteks02 webmin-1.410]# service iptables restart
Flushing firewall rules: [ OK ]
Setting chains to policy ACCEPT: filter [ OK ]
Unloading iptables modules: [ OK ]
[root@iceteks02 webmin-1.410]# service iptables status
Firewall is stopped.
[root@iceteks02 webmin-1.410]#


But if I do service iptables status right after, it says its stopped. it wont start at all.

Theres no log or anything. Has anyone seen this before?

Also anyone know of a good web based script to edit/add rules to iptables that automaticly takes care of saving? I want something easier to work with so its easy to block/unblock ports and such. When it comes to firewalls i want to ensure whatever I'm about to do is 100% clear, as a bad move could result in loosing my connection and I'd be screwed.
