Ipod with Icloud Locked

I'm looking to get a Ipod 5th gen for my daughter. When I do some quick searching I see a lot of Ipod in great condition with a note "Ipod icloud locked".

When I do some research on this I find that it's almost impossible to get this unlocked? Is this worth buying? If she is going to use it only for listening to music, browsing the internet and playing games, can she do this with a locked icloud?

AFAIK it's basically a brick (you can't use it for anything), unless you get the login and password from the owner who locked it, or have the owner login and remove it for you.

Yeah I seen some of those when I was looking at used Iphone 5s for my wife. I wouldnt buy it at all.
