Iphone problem cant get it to activate

My Iphone 5 gave me a cellular data update message needed but would fail every time to update IOS. I did a restore on itunes and the restore stopped. Since then I only can get the welcome screen --hello-- language choice. Itunes will give me a message that it could not update , could not get activation info from the phone. I tried it with no sim and another sim from a trouble free iphone 5 .NO luck at all. anything I can try or is the phone just dead? thank you

It no longer runs the latest OS, nor does it receive security updates; but they don't remote disable the devices. It should still be able to download and install its latest supported OS version.

OP, follow these steps to put the phone into DFU mode and use iTunes to set it up as a new device. This will wipe everything on the device in the process. https://www.lifewire.com/using-iphone-dfu-mode-2000656
