Nope. There are 3rd party keyboards available that you can install, but for security reasons iOS will bring up the built-in keyboard when you go to type in passwords and the like.
To add to what TheStu said: for this to happen, Samsung would have to release its keyboard in the App Store... and there's about as much chance of that happening as there is Apple making a Siri app for Android.
What're the things you're looking for that the iPhone keyboard isn't offering? I'm seeing a lot in those 2 images, but most notable is that they are both screens from older phones (looks like an iPhone 4 or 4s, not sure about the Samsung).
I've never used it but I've heard the TouchPal keyboard for iOS has a numbers row option.
(Side note: kind of amazes me in IOS how 'more of the same' things often are. Swiftkey and other popular 3rd party keyboards should IMO have alternate layouts, numbers row etc. but it's like there's a clear initiative 'okay fine we'll go half the way and allow third party keyboards.... but don't you dare go TOO FAR with that eeeeeeeeeeeevil choice thing! Keep it same ol' same ol'...!" )
