Ipaq 3765 causing USB error on Dell XP laptop

Recently received a new laptop at work and also purchased a SYNC and CHARGE usb cable for my existing Ipaq.
When I connect the cable and device I receive a USB error stating the IPAQ has sent a power surge and the USB is now shut off..

Any help would be appreciated.
 
USB can only supply so much power and your Ipaq is drawing too much so it simply refuses to work, get a powered hub and it should work.
