iPad2 iOS7 iTunes music sharing - skips past all tracks (MP3)

I just got a used iPad2 for testing apps at work, and thought I'd try the music sharing to see if I'll be able to replace my old hard drive iPod with an iPod Touch.

So, I get sharing turned on for iTunes on my PC, and put the same Apple ID into iPad2 music > preferences. I go to Music > ... and it grabs all of the artists, albums, songs from my PC. So far so good.

Then the strange part: if I go into an artist or album list and tap any song or press the play triangle, it displays each and every song in the playing list for a split second but never actually plays any of them.

These are DRM-free MP3 files, that play without problems on the PC and the iPod. Most are ripped from CD but the same thing happens with songs purchased from Amazon.

Google isn't turning up anything, does anyone have any suggestions for things to try?
 
I never did get Windows iTunes to work, even after following Apple's troubleshooting KBs (check firewall, restart iTunes, power off router, etc.)

I decided to try a Mac Mini I have for testing apps at work (like the iPad), and the exact same MP3 files worked without any problems on the same LAN.

My conclusion is that music sharing is currently broken in Windows iTunes. And Apple's troubleshooting for it needs work.
