Ipad Capacity Software Limited?

A group of us at work have been provided with Ipads (32GB WiFi) so we can begin to support\test with them. A curious observation has been made recently when plugged into the PC and you view the properties of the device in explorer it says 25.6GB free of 54.9GB. So are all Ipads 64GB and they just software lock them to lower capacities? Or is the PC counting some other storage (rom\memory\etc) and including it in the total? Anyone else seen this? I've been googling this for a bit and cant seem to find anyone else talking about it (googlefu fail).
 
iTunes could have an incorrect model number reporting a higher capacity. Model#=64Gb in an internal database, a cheap way of doing things without querying the database/fs.

Settings -> General -> About
-This will list all of your information about your iPad.
 
Itunes correcty identifies the model as a 32GB model as well as the capacity meter at the bottom reports the 32GB capacity.
 
It might then be Windows that is reporting it inaccurately. They aren't designed to be used as disk storage, so maybe Apple got lazy and didn't do that part correctly.
