I am referring to windows xp pro.
 
Then uninstall/reinstall is doable, but requires editing some inf files to make it work. The Microsoft knowledge base has an article on how to do it on 2003 server which also applies to XP.

You many not need to go to that level, whats actually broken? In many cases, an LSP fix program will resolve the problem. I've only had to do the full install trick when someone removed some ipsec compoents that just would not reinstall any other way (including an XP repair install)
