IP stack problems

I can't for the life of me figure out why my father in-laws computer can't renew his ip address, I have tried everything I can think of! The last thing that I want to try before taking the format plunge is rebuilding the ip stack. Does anyone know exactly how to do it?
 
get ethereal and see if you can see the dhcp requests go out/and or come back. If you have an old school hub and another computer, then you can sniff from there and get a good idea.

I would also blow out the adapter in device manager.
