Does anyone know any software/sites that will spoof my IP address to be that of one from the UK?

You need to find a proxy based out of the UK. Probably will cost you.

I want it to listen to sports broadcasts over the net which are blocked to users with non-UK IP addresses.

It's likely that if you do find a free one it will be too slow for that purpose.
