Ip assignment problem

I am on a campus network and i have a friend who just installed a new motherboard in his computer. the hardware seems to be ok but he is unable to connect to the internet. His ip address is not what it should be... i released the ip and renewed it, the result being an ip address starting with 10. when it should be 128. . When i ping google.com or ping yahoo.com or even cnn.com, i get the same ip address, starting with a 128 which is obviously not what it should be. He has a router in his room. is there something i am overlooking?

Any help would be greatly appreciated.
