IP address Identification?

How do you guys go about identifying company's or individuals IP address? I need to know whose address is: 208.223.124.71
Apparently someone used my school address to send SPAM through that mail hub and i want to know who it is. Any help will be appreciated. Thanks

I find SamSpade.org to be useful in such situations.

Just remember that the address could have been assigned dynamically for (for example) a dial up session.
It could have been reassigned since then, so don't do jumping the gun with retribution!

thanks guys, I found it. It was an internet company so it was a static IP.
