Why would a person's IP address show up as x.x.x.11 when they go to whatismyipaddress.com, then show up as x.x.x.5 when they post on a forum, and x.x.x.14 on another site. The x.x.x are the same in each case.

Is this a router issue? Is it something they can remedy? Thanks
 
Someone might be on a load-balanced connection, so sometimes their requests and stuff go out through another pipe, which has a different address. Why'd you ask? There are other reasons this may happen.
 
He has a problem with identification from certain websites, like rapidshare.de.

Rapidshare holds files available for download, and looks at your ip address to determine if you've downloaded a certain amount per unit time. No matter when he goes there, it tells him he has already exceeded the maximum amount.

He is using a Thomson Speedtouch 330 dsl modem.
 
This has happened over a period of several months. He finally got fed up and purchased a premium account from rapidshare, and apparently this problem went away (for the rapidshare website anyway).

From what I can tell his ip addy has been static for several months.

That's a really crappy way to determine that, anyone behind a NAT device or proxy will get grouped with all of the other people behind that same device.
 
Not if you want to accept traffic back. You could use another address within the same range that you're already in, but spoofing an address that you're not using won't work.
