ip address block assignments by company/country

I'm sure this has been asked here before, but I couldn't search it out.

Is there a defacto listing somewhere as to which address blocks are reserved for what countries and for each company within those countries?

Yes. That's what whois information is for.

ARIN is the overseeing authority for North America.

IANA is the authority for all internet numbering. Good stuff for you here...
