Each number of the set of four can only be from 0-255. Each block of the IP address is a binary number of eight places - (2^8) - 1 = 255.

why not use 127.x.y.z or 192.168.x.y or 10.x.y.z (matrix reloaded used a 10.x.y.z IP)? or some other block that doesn't route? Nerds will still complain, and the general population still won't notice, so it really doesn't matter anyway
