IOS app to launch another app at a specific time

I have the XM satellite radio app on my iPhone. Would love to wake up to it playing my favorite station. However, XM Canada doesn't have an alarm feature on it. One thing the app does do is automatically play the last station when you launch it. That got me thinking.

So, are there non-jailbreak alarm clock apps that can launch another app at a specific time? Couldn't really find anything like that in my searches.
 
Are apps even allowed to launch other apps like that? I know Siri complains if I try to get it to launch an app, so that makes me wonder if there's a security aspect to it.
