What if I want a down-facing Live Photo?
 
In much the same way you can activate Siri on moving the phone up to your face, I wager there are some heuristics involved beyond "phone is pointing downward, don't live photo."

How I understand it
9.0:
Hold up iPhone, take Live Photo, Camera.app captures the 3 seconds on either side of the photo regardless of any other movement

9.1: Hold up iPhone, take Live Photo, Camera.app captures the 3 seconds on either side UNLESS you move drastically (as in, putting your arm down because you forgot/didn't notice it was live photo, didn't feel like standing stock still for 3 seconds, whatever), then it will stop
