I have a work 4S so was forced to upgrade it, but I have to say it hasn't been that bad. I haven't really noticed any obvious slow down.
In saying that, there also seems no reason to upgrade. I don't even see any difference.
The latest version of iOS 8 fixed some of the issues with performance. The initial release was pretty bad according to the scuttlebutt. Slowdowns and scaling issues. Apple still sells two A5 devices so they couldn't leave it like that. Not like they did with 3G owners when iOS4 came out.
iOS8 seems more like an under the hood fix like Snow Leopard was. Older phones will be content running iOS 7. Apple sorta has to realize that people tend to keep their non-phone iDevices longer, so support has to be extended beyond 2-3 years.
