Invitation to America

I'm a citizen, and I'm trying to invite a very good friend of mine to come to America for some time and live with me to study English and work a little bit over here. I know I have to provide an invitation, but what else is on my part and what is on theirs? The problem is they are a minor. So do both parents have to sign a declaration? The person already has an international passport, but I know they need a visa. What if 1 parent is not accepting of the travel, but the other is? Basically, the friend's parents are divorced and he caries the last name of his dad. His dad is willing to let him come, but his mom is not.

Please help, thanks.

Its not a creepy situation. A friend wants to visit, learn the language, and work here with an invitation. I'm 18, and it's not a problem. I'm Bulgarian, and we've been friends since the 1st grade. Just help me out.

I understand. You found paradise in America. You had a good trade, made a good living, the police protected you and there were courts of law and you didn't need a friend like me. But, now you come to me and you say "Give me justice." But you don't ask with respect. You don't offer friendship. Instead, you come into my home on the day my daughter's to be married and you ask me to do murder for money.
