Generally speaking they're just cache programs that store as much data locally as possible. They'll only download things that have changed or are not stored locally. Personally most of the sites I go to change often so I don't know if it would help my surfing at all.
or try some traceroutes and see how many hops you have to get to certain places... guy on my network had that problem he told me, too many hops... bad routing... and the provider fixed the problem and his speed went up.
The IE reg hack (there's a thread here in OT if you search) significantly increased my browsing speed by enabling simultaneous download from more than two sources. It really speeds up pages with a lot of smaller graphics, like Fark for example.
