internet slow on xp machine but fine on 98 box

i just moved into a new apt and got high speed cable installed. I have 2 boxes going through a router. The 98 machine gets good speeds while the XP machine gets terrible speeds. I have tried hooking the xp machine up directly to the modem, but speeds remain the sh-ts. Any thoughts?
