Internet shortcut will not launch browser

If a browser window is already open it will direct that browser to that website.

If, however, there is no browser window already open I will get the following error message:

"This files does not have a program associated with it for performing this action. Create an association in the Folder Options control panel."

When I open the "File Types" tab in the Folder Options window what exactly do I need to associate to what?

The window comes presorted to "Extensions" with the following associations:

HTML Extension --> HTML File --> Dreamweaver MX
HTM Extension --> HTM File --> Microsoft Office 2003 comp

I sort by Files Types to find:

(NONE) --> URL:HyperText Transfer Protocol and set NONE to .HTM

Now I must close this post to test it out.

EDIT: Perhaps I need to reboot the system, but this didn't fix it. Could a security thing be interrupting?
 
I think you may have to set html ext to IE or whatevery your browser is.

I set ".htm" to IE and it had no effect.
I tried to set .htm to Firefox, my browser but it wouldn't accept Firefox. That's why I used IE.
When I look at the properties of these shortcuts I have 2 tabs-- "General" and "Web Document".
The type of file of the shortcut is "Internet Shortcut" and the other tab has a URL. I'm gonna have to find a book about this.

Nowhere is there a reference to a file type or .htm or .html
