Internet Sharing problem

Initially I use 2 Cnet switch for my network, CNSH-1600 & CNSH-800E. I have about 20 users of it using Cnet PRO200 NIC. I use one of the workstation as Internet Gateway using WinGate. My network is just a simple peer to peer connection network. I run internet browsing, file sharing & network printing without any problem.
Recently I added another switch, CNSH-500, problem arised. Whenever the CNSH-800E is on, the whole network will have problem browsing the internet. I still can do file transfer, network printing & able to see all the computers under network neighbourhood. Once I off the switch, internet browsing runs fine again on users using CNSH-1600 & CNSH-500.
I did suspect the CNSH-500 might be the problem & changed it with another switch & hub but same problem. Is there a possiblity that the CNSH-800E can't handle both uplink & downlink at the same time which I doubt it but so far I can't find any other explaination to my problem. Please help.
